I have the honour to acknowledge the receipt of your despatch

File 67/22 of December 29th last.

In view of the smallness of the gratuity authorized by the Treasury, I agree with your view that it would be preferable to follow Mr. Ross' policy and take up the matter further with London, in the hope that the amounts granted may be increased.

You doubtless have statisties of the gratuities paid by the other foreign Postal agency; but if not, the following information cpmunicated by Mr. Chi Po-che, may be of use to you.

A clark who has joined the Chinese Post Office after some six years service in the French Postal Agency here; has been given a gratuity for three months pay. A postman who has also joined the Chinese Post Office after about 13 years with the Japanese Postal Agency has been awarded an amount equal to about a year and a half's

pay.

From this it would appear that the proposed grant of a month's pay as gratuity is somewhat lacking in generosity, at any rate in the case here, where the late Postal staff have

have long records at service. I trust therefore that you will see your way to press the Home

authorities for an increasd gratuity.

A copy of this despatch is being sent to His Majesty's Minister with reference to Mr. Clennell's despatch of December 12th last.

The circular enclosed in your despatch is returned herewith.
